Workforce Development and the Role of Institutions in the Labour Market

Research expertise

In general terms I am interested in labour market policies, regulatory institutions and the roles played in them by management, labour, government and other stakeholders. More specifically, my work and research interests concern:

  • Workforce training and development
  • Policies, institutional innovations and practices encouraging skills development
  • Different plans or programs to support workers and the labour market (employment insurance, pension plans, work time, ETC.)
  • Sector plans or mechanisms (construction industry, workforce sector committees)
  • Management organization and actions

In my work I look at these issues from a national or international viewpoint, ranging from case studies to comparative analyses.

Biography

Jean Charest is a specialist in workforce development and the role of institutions in the labour market. He began his university career in 1997 in the School of Industrial Relations at the Université de Montréal, and was director of the school from 2010 to 2015.

As a teacher and researcher he has directed or co-directed some 25 research projects funded by Canadian and international organizations. He was also one of the co-founders of the Centre de recherche interuniversitaire sur la mondialisation et le travail (CRIMT), an interuniversity research centre renowned in its field of studies on globalization and labour. As a recognized expert in his field, he has been invited on many occasions to advise government organizations and professionals. As a manager, he has developed agreements with major Chinese universities, founded an international summer school to facilitate student exchanges and established a scholarship fund for students, the Fonds intergénérationnel (Intergenerational Fund) in the School of Industrial Relations.

Before joining the Université de Montréal, Jean Charest worked as an economist for the Confederation of National Trade Unions (CSN). Prior to that position, he taught economics at the CEGEP level. Among other things, he has taken part in numerous negotiations for various public and private sector organizations.

Jean Charest holds a PhD in industrial relations (Université Laval), a master’s degree in economics (UQAM) and a bachelor’s degree in business administration, majoring in applied economics (HEC Montréal).
