Peter Dietsch : Pour une régulation de la concurrence fiscale

Résumé de la conférence : Grâce à la mobilité du capital, la politique fiscale est devenue interdépendante. Les États utilisent différents moyens pour attirer du capital de l'étranger. La concurrence fiscale qui en résulte non seulement porte atteinte aux choix démocratiques, mais elle contribue également aux inégalités de revenu et de richesse.

Peter Dietsch, du Département de philosophie et directeur de l’axe Éthique et économie du Centre de recherche en éthique de l’UdeM, a été nommé en 2017 au Collège de nouveaux chercheurs et créateurs en arts et en science de la Société royale du Canada, tout premier organisme du pays consacré à la reconnaissance multidisciplinaire au sein de la nouvelle génération d’intellectuels canadiens.

Research expertise

My main research interests converge on questions of distribution in economic and social ethics and are organized around 2 themes. The 1st lies at the heart of the literature on theories of justice. Here I am working on the question of how the co-operative surplus is distributed among different contributors to the production process. I am also seeking answers to questions in the contemporary debate on liberal egalitarianism, such as the moral justification of the influence of talents or certain systemic factors on the well-being of members of society.

The 2nd research theme has to do with questions of a more applied nature. Although distributive justice is linked in many ways with economic issues and their institutionalization, this link is often neglected in contemporary political philosophy. A good example is the tax system. Although theories of distributive justice regularly call on the tax system as a tool for redistribution, they rarely analyze the operation of this system and the implications of its operation on distributive justice itself. In this context, I am currently working on a normative evaluation of the phenomenon of tax competition, i.e. competition among jurisdictions to attract outside capital.

Biography

Peter Dietsch is a philosopher and economist, and a associate professor in the Département de Philosophie at Université de Montréal. His research focuses on issues of economic ethics, notably on tax justice, normative dimensions of monetary policy, and on income inequalities. In addition to numerous articles in academic journals as well as public media, Dietsch is the author of Catching Capital – The Ethics of Tax Competition(Oxford University Press, 2015), co-author of Do Central Banks Serve the People? (Polity Press, 2018), and co-editor of Global Tax Governance – What is Wrong with It and How to Fix It (ECPR Press, 2016). In 2017, Dietsch was nominated to the College of New Scholars, Artists and Scientists of the Royal Society of Canada.
